 General Counsel Unit

 
Mandate of the General Counsel Unit
 
The General Counsel Unit is a Unit in the Director General’s Office.  The Unit provides comprehensive legal services and advisory for the Bureau in all transactions, operational and contingent matters amongst other responsibilities which include:
  • Proffering legal advice on routine and ad-hoc basis to the Bureau;
  • Preparing of legal documents and agreements;
  • Defending the interests of the Bureau in all matters in government offices and courts of law;
  • Providing legal support to all departments/units in BPE;
  • Providing secretarial and legal support to the following statutory Committees provide for in the Act.  These include: National Council on Privatisation (NCP), the Technical Committee of the NCP, Legal Committee of the NCP and the Management Committee of the BPE;
  • Coordinating the activities of the Steering and Ad-hoc Committees of the National Council on Privatisation (NCP); and
  • Development of policies and drafting of reform legislation for the different sectors of the economy.
 

 General Counsel's Profile

 

Dr. Terhemen Andzenge is the General Counsel in the Bureau of Public Enterprises. He joined the Bureau in July 2007 with a wealth of experience in the legal profession acquired in the public and private sectors.

On assumption of duties, Andzenge headed the then Infrastructure Regulation Unit which was responsible for preparing the reform legislations in the Electric Power sector, Ports and Harbour, Roads, Postal Service, Inland Waterways, Competition and Consumer Protection, Railway, National Transport Commission and the Petroleum Industry Bill  as well as the  Downstream Gas Regulatory Commission.
 
He was at various times, a Deputy Director in the Oil & Gas and the National Facilities and Agricultural Resources Departments.
 
Before joining the Bureau, he worked with TTA Energy Consultants as a partner between February 2006 and May 2007; Nigerian Mining Corporation Jos, from November 2000-February 2006 where he held various positions culminating in his being the General Manager, Legal and Secretariat of the Corporation which entailed advising routinely on diversified legal matters. He was also a partner at Andzenge & Ge Law Firm from August 1986 to March 2000 where he was pivotal to the provision of legal advice on diversified legal matters to corporate bodies and individuals in addition to corporate litigation. He also handled the drafting, vetting and execution of legal instruments including representing the law firm in various corporate litigations.
 
Andzenge also worked with the Federal High Court Lagos from August 1985 to June 1986 where he served as Secretary of Law Reporting Committee which was saddled with the responsibility of collating and condensing judgments of the Federal High Court for publication into Federal High Court law Reports (F.H.C.L.R).
 
Born on August 30, 1961 in Ikyobo, Ushongo Local Government Area of Benue State, Andzenge holds LL.B from the Ahmadu Bello University, Zaria (1981–1984); Post-graduate Certificate and Masters Degree from the University of Florida, Gainesville, USA in 2008 and Ahmadu Bello University in 2004 respectively.  In addition he holds a Doctorate Degree from the University of Cape Town, South Africa.
 
He has attended many local and international trainings leading to the award of certificates, among which are a Certificate in Utility Regulation and Strategy from the University of South Africa in June 2008 and Certificate in Strategic Management from the School of Business Leadership.
